Draft Central Electricity Regulatory Commission (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2019

The Central Electricity Regulatory Commission (CERC) on October 31, 2019, issues the draft Central Electricity Regulatory Commission (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2019. These Regulations shall apply to all Designated ISTS Customers, Inter-State Transmission Licensees, National Load Despatch Centre (NLDC), Regional Load Despatch Centres (RLDCs), State Load Despatch Centres (SLDCs) and Regional Power Committees (RPCs).

The followings are the principles of sharing transmission charges:-

1. The transmission charges shall be shared amongst the Designated ISTS Customers.

2. The computation of share of transmission charges for each DIC shall be based on the technical and commercial information provided by the DICs, inter-State Transmission Licensees, NLDC, RLDCs and SLDCs to the Implementing Agency.

3. The transmission charges for transmission system after such transmission system has achieved COD with regular service, shall be shared by DICs.

4. Long Term Access or Medium Term Open Access for projects shall not be considered for apportionment of transmission charges.

The components of transmission charges are:-

a) National Component (NC); 

b) Regional Component (RC); 

c) Transformers Component (TC); and 

d) AC System Component (ACC).

The CERC invites comments or suggestions or objections on the draft regulations by December 02, 2019. The comments or suggestions or objections may be sent to the Secretary, Central Electricity Regulatory Commission, 3rd & 4th Floor, Chandralok Building, 36, Janpath, New Delhi -110001 and may be emailed to secy@cercind.gov.in and shilpa@cercind.gov.in. The comments or suggestions are also required to be uploaded through SAUDAMINI Portal by clicking ‘e-Regulation’ on the e-filing Home Page.
