Government of West Bengal issues guidelines to centralise the operation of funds

The Labour Department of West Bengal on September 20, 2019, has issued a Notification in order to centralize operation of funds. An online system has been developed for centralised receipt and payments to overcome the delay in processing and other difficulties in receipt of cess amount and PF contribution, proper monitoring, timely payment to all beneficiaries etc. At present, Worker Welfare Cess Deposit accounts and PFD accounts of three boards has already been opened with Kolkata Pay and Accounts Office - II instead of maintaining bank account by the Boards.

Hence, the Labour Department have decided to close all the SASPFUW (PFD) account maintained by DLCs or ALCs with respective treasuries or PAOs; the operation of Bank Account of different levels for receipt of contribution toward PFD account of unorganised sector workers and other bank accounts like administrative account maintained by Boards or DLCs or ALCs for benefit distribution and incurring day to day expenses.

The Department has given following instructions to be strictly followed by DLCs and ALCs which will be monitored by the Official of the Labour Commissionerate:-

1. Reconcile the PFD (SASPFUW) Account with respective treasuries up to June 2019.

2. Reconcile the bank balances with bank statement and cash book up to June 2019.

3. Verify the record of deposit of beneficiaries’ contribution towards PFD Account with Commission.

4. Recover the amount of cess against dishonor cheque and also prepare report on up to date amount of bank charges against dishonor cheque and recovery thereof.

After closing of all the accounts, the Department will allow only one Bank Account for few specific purposes at the end of DLCs/ALCs.
